Start with the operating question, not the feature list
The strongest technology project starts by making the operational change clear before deciding which screens or tools to build.
A feature list is useful, but it is not a strategy. Before a team chooses a portal, dashboard or mobile app, it helps to ask what needs to change in the everyday operation.
Which decision is difficult today? Where is information delayed, repeated or lost? Who needs to act differently once the system exists? Answers to those questions make the first release smaller, more useful and easier to measure.
